Drupal
Drupal is a free open source website creation program. Most libraries use this because it's free and easy to use, with open source you can change the source code and fix it to something that you want. You won't get into any legal issues as it's open source. It can get a little complicated but still if you know what you're doing you'll be just fine.
Google Sites
Google sites, once again is a very simple and easy website creation tool, it allows you to build a mini website. I found google sites very easy to use as you don't need to know much about the html codes as it's all done for you.
Blogger
Blogger is another obvious choice for making a website. Even though it's a blogging platform but it can also be used as a website creation platform. You can layer pages, so you can link it to other pages. Blogger would be the best thing to use to make a website, its so easy.
